Update: 7-20-09
Well, we've got the state funding until
2009. We were a bit worried about what was going to happen to the Medicaid
match funding that makes up about $61,000 of Spokane's Maxillofacial program's
budget. The copied information below buys some time in that funding being cut.
The threat is still there as it's only a one year moratorium on the rule, but
it's a start. We will be looking for ways to make sure that funding issues
are addressed with the new administration. We'll keep you posted as
keeping the funding for our kids will be an ongoing battle.
President
Bush Signs Key Legislation
Washington, D.C., June 30, 2008 –
Dr. Marina L. Weiss, senior vice president of public policy and government
affairs for the March of Dimes, issued the following statement:
“The
March of Dimes Foundation applauds the inclusion of critical domestic priorities
in the Emergency Supplemental Appropriations bill, which was signed today by
President Bush.
“Most
importantly, the bill includes a one year moratorium on the rule promulgated by
the Centers for Medicare and Medicaid Services protecting federal reimbursement
for Targeted Case Management (TCM) services. TCM, which is used by at
least 45 states in some capacity, is critical for high-risk pregnant women and
infants and children with complex medical needs. Case managers play an
invaluable role from coordinating among multiple providers to securing services
such as various therapies, treatments, and even medical equipment. They are
able to navigate complex and daunting systems on behalf of families struggling
with very sick babies or high-risk pregnancies.
“In addition, the bill includes
$150 million for the National Institutes of Health. If as a nation we are ever
going to decrease the rate of infant mortality, we need a sustained investment
in public health programs and research particularly those focused on the
incidence of preterm birth. This inclusion for NIH funding is therefore
critically important."
The
March of Dimes is a national voluntary health agency whose volunteers and staff
work to improve the health of infants and children by preventing birth defects,
premature birth and infant mortality. Founded in 1938, the March of Dimes funds
programs of research, community services, education, and advocacy. For the

Update: 10-8
I received a phone call from Senator Lisa
Brown's office late in the afternoon on Friday (10-5). I was informed that
the funding situation was taken care of and that Mary Selecky, Secretary of the
Department of Health would be making an official statement about the funding on
Monday (today). It was a fantastic end to a long journey for us!
So, I've been trying to find out more
information on what funds covered the program. I learned that the
Department of Health was going to find some "bridge funding" to cover the
program until the legislature can figure out the specifics on where the money
will come from.
As far as the local money goes, we have
yet to hear any specifics yet. It was relayed to me that Spokane is
contributing $7,000 to help cover the $35,000 that was reallocated.
I'm not sure on what the other communities are contributing yet, but I have
heard that the local money should not be a problem, that they will find a way to
cover the funding.
I was talking with the JoNel Aleccia from
the Spokesman Review today and told her that it's hard for us to sit back and
assume the local money will happen. We've worked so hard focusing on the
state money. I found it difficult to be as excited as I should have been because
of the uncertainty of our local contributions to the program. Hopefully we
will hear more soon. I will keep you all posted on the specifics as soon
as I hear anything.
I would personally like to thank EVERYONE
for EVERYTHING they have done to make this happen. It took teamwork,
dedication and passion. This journey has been so challenging, yet
incredibly rewarding! And the best part is that we did what was right for
our state's kids and people listened!
We are not yet done.
I have one more action for you to take. We MUST send emails,
phone calls and letters to Senator Lisa
Brown, Senator Chris Marr and
Governor Gregoire
for supporting us and relaying our concerns to the Department of Health.
Without their help, we would have not had the same opportunity for success.
These leaders have proven that their mission is to help ALL the children in our
great state!
We want to have a

Thanks to all of you who made it to our
first meeting! Your energy and ideas were inspiring!
8/30- Please read over
the meeting notes for details. In
summary, we agreed to begin
an email, phone and mail campaign sending out in "bulk". This means that
we will email, phone and mail on every 5th day beginning
September 5th. Then the 10th, 15th, 20th and so on. So our elected
officials will be hearing from us all (hopefully MANY) on one day. This
does not mean you can't email at other times, but we thought that this may make
our message louder and more memorable.
IMPORTANT:
We wanted to have the same subject in the subject line, RE line of letters and
phone messages. We decided to address the subject as
Cleft Lip and Palate Funding Crisis
LOOK WHAT WE'VE DONE ALREADY!
- I've received some great templates of
drafted letters from Lynne Lumsden (thanks Lynne!) and as soon as the info is
checked for accuracy, they'll be posted. She also states that if you
have difficulty writing a letter of this magnitude, she would be more than
happy to help you draft a letter with your story. Just email her at

get back with you.
- We also created some fliers to go out
about our situation. Thanks Derek and Angella Southerly for creating
them along with Lori Ullman for being our resident printing press! They look
great!
- Amy Holmes has been working writing
letters, emails and calling all sorts of elected officials from ALL over and
has had some great conversation with some of them. Way to go Amy!
- We finally got a slot on KHQ6 on
Monday, Labor Day 6:00 evening news. They came to my house and did a
short interview with me and threw together a 3 minute (?) story. Thanks
Amy for calling me and setting that up! It's a
start! We'll keep working on the media. Here's a link to the

- I spoke to a writer from the Spokesman
Review and they are planning on printing an article on this by either this
Wednesday (9-5) or Thursday. Hopefully it will be informative and will
give us more publicity.

- Lynne Lumsden and I went to the
Children's Alliance Community Meeting on Thursday, Sept. 6th at City Hall and
spoke to their lobbyist about the funding cut. People were very moved
when Lynne read her letter to the Senator aloud.

- Lynne and I met Senators Lisa Brown
brown_li@leg.wa.gov and Chris Marr
marr.chris@leg.wa.gov at a
reception given for them from the Children's Alliance for receiving the
Legislative Champion for Children award for 2007. Both said they had
seen the article in the paper when I mentioned who I was. Both were very
concerned and wanted to help. Lisa Brown
said she was going to get more clarification on the issue and try to help.
Chris Marr specifically noted that he's received
emails and letters and that he was impressed by the personal nature of the
correspondence (people telling their own stories). He said they were
much more compelling to read than postcard like mailers with the same things
written on it, that they so often receive for a cause.

- Seattle had their Maxillofacial
stakeholders meeting on Wednesday, Sept. 5. I heard it was a great
meeting with a huge turnout. Folks from the Spokane Regional Health
District saw the article in the Spokesman Review while in Seattle and
passed out the article and the Spokane Smiles brochure to key people at the
meeting. What perfect timing!
- I spoke to the March of Dimes Program
and Communications Coordinator about them helping us out. She is talking
to their lobbyist to see what they can do to help. I'll fill you in on
that piece at the meeting.
- Tom and Julie Bjornerg had some great
articles in the Davenport Times and Odessa Record. They were
specifically able to list representatives and our plan to email every 5 days.
Awesome guys and the pictures you used of Mackenzie were great!

Meeting minutes from 9/14-PLEASE read
the notes from the meeting. Unfortunately, we have
learned we only have until October 15th to get this emergency funding or the
local Board of Health can't contribute their portion of the funding for our
program here in Spokane. WE NEED TO CALL THE GOVERNOR'S OFFICE from here
on out. DAILY if we can! Call Sarah Cherin listed above. She's
the Children's Alliance lobbyist and believes this is a community issue, not a
statewide issue. We need to convince her that it will affect ALL of
WASHINGTON'S children.

electronically PLEASE CALL me and we'll go through snail mail.
- New Published to web 9/18-The
governor did not come to Spokane as we were hoping, but Kris is talking with
Governor Gregoire's executive scheduler about putting on her meeting schedule
w/in the next two weeks.
- My brother is teaching a class on
current events/activism at a local high school. He's using our letters
to model to the students how you can speak out for an issue. He will let
them know the specifics of OUR issue and will invite them to write a letter to
the governor if they are moved to do so. The kids will sign up for their
voter registration this week too and he will tell them to mention that they
are excited to use their voting privileges and will be watching how our
government handles the situation with Washington's children. That could
POTENTIALLY be 180 emails or letters. Hopefully they will get the word
out to their parents as well.
- Lori Ullman put together an amazing
photostory of her daughter's journey. She went on a mass emailing spree
with it and got a response from KXLY. She and Sierra will be on the
morning show from 5:00-7:00am. Get those vcrs and dvrs recording!
Laurie Vessey MAY be able to go if she can get permission from the powers that
be! AWESOME LORI>>>not bad for being 2 weeks away from delivery!
- Lynne Lumsden spoke with Neil (Sen.
Brown's assistant/aid) today and was told that Senator Brown will be meeting
this next week to talk to the Governor about where to get the funds to save
the program in time. This is good news and we should send Thank You
emails to Senator Brown. We CANNOT stop though until we get the money in our
hands...so to speak!

- Lori Ullman, her daughter Sierra
and Laurie Vessey made their television debut on KXLY from 5:00am-7:00am.
They did a great job of getting the word out. You can go to the KXLY blog and
leave a reply about the show and let them know you would like them to get more
information out to the public via their channel.
- Ok, a few of us have been working
behind the scenes on a major glitch in the situation. Lynne Lumsden and
I went to a maxillofacial stakeholders meeting Tuesday, Sept. 24. We
were told that the local board of health couldn't fund a program "that simply
doesn't exist" and they pretty much took the $35, 000 they put into the
program and redistributed that money. Now we are being told that the
money is not accessible even if we get the funding reinstated at the state
level. It was always our belief (mine along with most of the other
people who have been involved with the specifics on this issue) that if we got
the state money, the local board of health would kick in their $35,000 as they
have historically done. So, now we've got another fight ahead of us!
- Lori Ullman, Lynne Lumsden, Sean
Lumsden, Julie Gimbel, Kelly and Kaila Owens, Kris Christensen and myself went
to appeal to the Board of Health at their meeting on Thursday, Sept. 26th to
ask that they find the $35,000 to match the state's funding when we get it.
KREM 2 was there to catch a short bit for their newscast that evening. The
Board pretty much said they didn't have the money. Our question is then
WHERE did it go? We realize they can't fund a program that doesn't
exist, but I personally believe they made a hasty decision before the funding
situation was solidified. Technically, we don't loose the program until Jan.
1, 2008. I also believe that they should be finding a way to rectify it
if we do get the state money reinstated. That's MY
personal bit on that.
- We had some positive response from
a few board members and we are looking into their ideas and suggestions.
Many were going to go back to their respective communities to see if each
could chip in an amount to help. Mary Verner is trying to arrange
for us to meet with the Kiwanis Club and give a presentation to secure some
help from their group next Tuesday, Oct. 9th.
- I will be calling Senator Brown's
office asking about the details of the meeting with the Governor. I have
heard that the SRHD received a letter from Mary Selecky (DOH Secretary)
stating that the DOH is looking into their decision. So, the good news
is that we are being heard. WE NEED TO CONTINUE CALLING AND EMAILING
folks at the Dept. of Health, the governor's office and our Senator's offices.
It is important that you now call/email/write to our local government
officials and our Board of Health. We need to let them know that we are
depending on them to help us with this situation.
- I'm looking into getting a slot on
ZZU with the Breakfast Boys. Contact Ken Hopkins to let him know how
important this issue is. I have already given him the details of the
situation and he's passed the info on to others at the studio. If we get
more people supporting why we should be on the radio, perhaps we can convince
them to air our story ASAP.
- I'm trying to get some help from
Northwest Woman magazine. Still waiting for a reply.
- We may be getting another follow up
story from the Spokesman Review. I'll keep you posted.
OUR NEXT MEETING: Plan for
the second week of October as we will have more specific
information by then (time TBA)..... at Holy Trinity
Episcopal Church. Click here for
directions. Kris Christensen, Communications and Program
Coordinator from the March of Dimes offered her church due to it's location
being close to the Regional Health District and centrally located. If you can't
find someone to watch the kids, there's a kids small play section in the room
where we are meeting. Kris will also be there to listen to our ideas/actions and
help us plan new actions. I think we may be able to send
out generic mailers/postcards for the meeting info through the SRHD.
Please check the website for the specifics as we cannot put the meeting info on
the mailers. It will just say the time and date of the next meeting.
So, Jana Farmer should be calling
everyone who has come to previous meetings to
remind them of the next meeting. If you weren't able to
come to one of our meetings, please check back to the website for information
about the upcoming meetings. The website and phone calls will be the only way we have to get
meeting info out there. Feel free to email me if you have any questions.
Try emailing first because I often get home late and it may take me a few days
to return all the phone calls I've been getting about this issue! I can reply to
emails until the wee hours of the morning!
